The index measures access, affordability, regular use and basic digital capability. Each component is normalized to a 0-100 scale and combined only when minimum coverage thresholds are met.
Quality assurance
Every release records source vintage, missing-value decisions and revisions. No value is extrapolated where fewer than two comparable observations exist.
